What Would a Cost-Benefit Analysis of the War on Terror Look Like?

Ralph Nader and I had asked OMB to put the full text of federal contracts on the Internet, to use federal procurement policy to force Microsoft to use standardized file formats for documents, and to use cost benefit analysis on the war on terror.
What would a cost benefit analysis say about the monies spent on airport security or the War in Iraq? Cost benefit analysis is a controversial method of decision-making, but should be considered, if not exclusively.
